According to this law, the Dubai Municipality is responsible for determining the conditions and areas where properties can be used for shared accommodation and can specify the number of residents, required space, and necessary facilities.

So, if you intend to rent two floors of a villa to two different families, the best course of action is to inquire with the Dubai Municipality about the property status and the need for a permit before signing the contract.

In any case, rental contracts must be prepared in accordance with Dubai rental laws and registered in the rental office, and the exact specifications of the rented space should be included in the contract.
