Buying gold in Dubai — a practical guide

Gold prices in Dubai and the UAE

Dubai prices gold against the international spot rate, converted into dirhams and quoted per gram for each karat. Because the dirham is pegged to the US dollar, the local rate moves with the global market rather than independently of it.

The per-gram rate is the starting point, not the price you pay. What a piece costs at the counter is the metal value plus the making charge, plus any stones, plus tax.

What 24K, 22K, 21K and 18K actually mean

24K is the purest of the common grades — yellower, softer, and normally chosen for bars, coins and investment buying rather than for pieces worn every day.

22K keeps a high purity but alloys enough other metal in to survive wear, which is why so much of the jewellery in the Gold Souk is 22K.

21K sits between purity, colour and durability, and is popular with Iranian and Arab buyers.

18K is the most durable of the four and is used for modern designs, fine detail, branded pieces and anything set with stones.

How the final price is worked out

The metal value is the net gold weight multiplied by that karat's rate for the day. Onto that go the making charge, the cost of any stones, and tax.

Two bracelets of identical weight and karat can differ substantially in price: a simple machine-made piece carries a lower making charge than a handmade or branded one.

Ask the seller to break the figure down — weight, karat, rate per gram, making charge, stones, tax. A shop that will not itemise is a shop you cannot compare.

What moves the price

The dominant factor is the international spot price, which responds to interest rates, inflation expectations, currency movements and periods of economic uncertainty when buyers move into gold as a store of value.

The dirham's peg to the dollar means dollar strength feeds through to the local rate directly. Local demand, season and stock levels move the making charge rather than the metal rate.

Making charges

The making charge is what the seller takes for turning raw gold into a finished piece. It varies with design complexity, brand, workmanship and the shop itself, and it is where most of the difference between two quotes comes from.

The only range published by anyone accountable is AED 3 to AED 30 per gram, given by Tawhod Abdullah, chairman of the Dubai Jewellery Group, to Gulf News in December 2024. No official schedule sets making charges as a percentage of gold value, and the percentage bands that circulate online have no traceable source and do not agree with one another.

The making charge is negotiable; the metal rate is not, because the Dubai Jewellery Group sets it twice a day and it is the same in every shop. Zero-making-charge offers are short promotions rather than a standing price — a board member of the same group has called permanently zero charges impractical, since every piece costs labour and loses some weight in the making.

Tax and tourist refunds

UAE VAT is 5%, and on gold jewellery it applies to the whole invoice — the metal as well as the making charge, not the making charge alone. Investment bullion is treated differently: under Article 36 of the VAT Executive Regulation, precious metal that is at least 99% pure and in a form traded on global bullion markets is zero-rated. At 91.6%, 87.5% and 75%, 22K, 21K and 18K jewellery are nowhere near that threshold.

Tourists get back 87% of the VAT, minus AED 3.60 per transaction, on invoices of at least AED 250 before tax. On a AED 10,000 purchase that is about AED 411 rather than the AED 476 of VAT inside it — roughly 4.1% of what you paid. The fee dropped from AED 4.80 on 12 July 2026, so pages still quoting 85% and AED 4.80 are out of date.

Ask for the Planet tax-free tag at the till, because it cannot be added afterwards. You then have 90 days from the invoice date to validate it on the way out, at an airport, land border or seaport desk, and the goods must leave unused. Cash refunds are capped at AED 35,000; above that you need a card.

Buying sensibly

Check the day's rate for your karat before you go, and write it down. In the shop, check the karat stamp, the weight and the condition, and ask what the net gold weight is once stones are excluded.

A proper invoice carries the shop name, date, description, weight, karat, making charge, tax and final amount. Keep it — you will want it if you ever sell or claim a refund.

A large discount is not automatically a good buy. It usually means the making charge was high to begin with.

Hallmarking is compulsory rather than a courtesy. Every piece sold by a licensed retailer carries a fineness stamp — 999, 916, 875 or 750 for 24K, 22K, 21K and 18K — with the maker’s mark and a certification number. Dubai Central Laboratory, part of Dubai Municipality, certifies those stamps, inspects shops unannounced and calibrates their scales to the milligram, so ask to see your piece weighed. Shops that meet its standards display Bareeq certification. If a purchase goes wrong, Dubai’s consumer protection line is 600 54 5555.

What happens when you sell

You will not get back everything you paid. The making charge, the design cost and the stones do not hold their value the way the metal does; what you recover tracks the weight, the karat and the rate on the day.

For pieces with stones, the stone weight may be deducted or valued separately. Bringing the original invoice and any certificate makes the process quicker.

Bars, coins or jewellery

Bars and coins carry the lowest premium over the metal and suit buyers whose aim is to hold value rather than wear it.

Jewellery can be worn and still retains most of the metal's worth, but the making charge means more of what you paid is not recoverable on resale.

Timing

Nobody can identify the future low with any confidence, and anyone telling you otherwise is guessing. The right time depends on your purpose, your budget and your horizon.
