UAE Becomes the Best Destination in the World for Retirees

According to the Global Retirement Report and Index 2026 published by Global Citizen Solutions, the United Arab Emirates has been recognized as the number one destination in the world for retirees who value tax efficiency. The UAE is also among the countries with the fastest processes for obtaining retirement residency.
This report evaluated 46 residency programs for retirement and passive income across five areas: quality of life, mobility and citizenship, tax optimization, quality of the residency acquisition process, and costs and investments.
The UAE ranked 19th overall, but the report indicated that the strengths of this country become much more pronounced when retirees prioritize tax efficiency and ease of obtaining residency over the future pathway to citizenship.

The UAE and Bahrain jointly ranked first in the world for tax optimization. The report noted the absence of personal income tax, wealth tax, and inheritance tax in these two countries.

This report deemed the UAE particularly attractive for retirees seeking a financially efficient base, as there is no personal income tax in this country.
This situation contrasts with some of the top retirement destinations in Europe; countries that may offer high quality of life and stronger pathways to citizenship, but at the same time have significantly higher taxes.
For example, Spain ranked third overall, but when the index was specifically calculated for retirees focused on taxes, it fell to 36th place.
The report stated that this indicates the overall ranking does not necessarily identify the most suitable destination for every retiree.

The UAE's position reflects a broader finding of the report: there is no single retirement destination that performs best across all criteria.
European countries generally perform well in quality of life and mobility, Latin American destinations often offer lower costs and favorable tax structures, while Arab countries stand out for tax efficiency and speed.
