The Ruler of Dubai Establishes a Special Fund to Assist Vulnerable Groups

Behind the speed and skyscrapers of Dubai, there is an important question: What happens to someone in this city if they need support?
Now Dubai wants a clearer answer to this question.
His Highness Sheikh Mohammed bin Rashid has enacted a new law aimed at strengthening the social services network and providing more support to the most vulnerable groups in society; from children and individuals with disabilities to those who cannot make independent decisions due to mental health issues or special conditions.
According to this law, the “Dubai Community Development Authority” will take on broader responsibilities; from monitoring the living conditions and health of those in need to providing them access to healthcare, educational services, and even recreational facilities.
However, the story does not just stop at direct support. Dubai is set to launch an integrated system for managing human cases and social assistance; a system that connects various entities to ensure that assistance to those in need is faster and more accurate.
Alongside this, a “Social Observatory” will also be established to identify potential problems and vulnerabilities in the community earlier and find solutions before they escalate into crises.
Another important aspect of this law is the establishment of a “Community Development Fund”; a fund that is set to provide financial and non-financial assistance to families and individuals in need, respond in crises and emergencies, and even finance vocational training programs for unemployed individuals.
Dubai also aims to involve the private sector in this initiative; meaning companies and businesses will be encouraged to financially participate in social and supportive development projects.
This law replaces the previous regulations from 2015 regarding the activities of the Dubai Community Development Authority and will be implemented from the time of its official publication.
