The solution for unpayable fines in the UAE has been announced.

Residents who encounter the options "Unpayable" or "Locked" when paying traffic fines online are usually facing an issue related to black points registered on their vehicle's plate, not their driving license.

In the UAE, negative points or black points are registered on the driving license, with a maximum limit of 24 points. Exceeding this limit can lead to court referral, confiscation, or suspension of the license. For this reason, some fines cannot be paid until the negative points are transferred to the license.
Unpayable fines are displayed with a specific mark, and the user can select the option "Transfer Black Points to License" and settle the fine after confirming the OTP message.

In Dubai, you must first access the inquiry and payment section through the Roads and Transport Authority (RTA) application. If an unpayable fine is displayed, it can be managed from that section. If the issue persists, Dubai license holders can use the MOI app to transfer black points. If the issue remains unresolved, contacting Dubai Police via the non-emergency number 901 is recommended.
