How to Obtain a Driving License in Dubai Without Driving Classes?

Everything About the «Golden Chance» (فرصت طلایی) RTA Dubai Program

Obtaining a driving license in Dubai usually means attending theoretical and practical classes, passing multiple tests, and spending significant time and money. However, the Dubai Roads and Transport Authority (RTA) has been offering a program called Golden Chance or فرصت طلایی for several years, which allows some applicants to directly enter the testing phase without attending driving classes.

This program is still active, but it has specific conditions and important limitations that are essential to know to avoid misunderstandings.

What is the «Golden Chance» Program?

The Golden Chance RTA program allows applicants who already have driving experience and a valid license from another country to:

  • Take the driving tests in Dubai without attending theoretical and practical classes

  • Participate directly in the driving tests

  • If successful, receive a UAE driving license

The important point is that this program is not an automatic license conversion, but rather a one-time opportunity for testing without classes.

Difference Between License Conversion and the Golden Chance Program

These two subjects must be completely separated:

1. Direct License Conversion

  • Only for citizens of over 40 specific countries

  • No theoretical and city tests

  • Iran is not on this list

2. Golden Chance Program (فرصت طلایی)

  • Specifically for individuals whose country is not on the conversion list (including Iranians)

  • No classes, but with an exam

  • Only usable once

Who Can Use the Golden Chance Program?

You may be eligible if:

  • You are a legal resident of Dubai

  • You have a valid Emirates ID

  • You provide a valid driving license from your home country

  • You have real driving experience (only formal documents are not accepted)

The RTA reserves the right to reject your application even if you have a foreign license.

Steps to Register for the Golden Chance RTA Program

The process is conducted online and transparently:

  1. Log in to the official RTA service

  2. Select the Apply Now option

  3. Enter your Emirates ID number and expiration date

  4. Verify identity with a one-time password

  5. Enter foreign license information

  6. Select the type of license (Light Motor Vehicle)

  7. Select the Golden Chance path

At this stage, the system will determine whether you can use the Golden Chance or not.

What Steps Do You Have After Selecting Golden Chance?

If you are deemed eligible, you must go through the following steps:

1. Eye Test

  • At RTA-approved opticians

  • The result is recorded directly in the system

2. Knowledge Test

  • At accredited driving training centers

  • Includes traffic laws, signs, intersections, and road safety

3. Road Test

  • The most important stage

  • You have only one chance

If successful, the license will be issued.

What Happens If You Fail the Road Test?

This point is very important:

  • The Golden Chance is only once

  • If you do not pass the road test:

    • You will no longer have the opportunity to use the Golden Chance

    • You must enter the regular path

    • This means attending mandatory theoretical and practical classes

Validity of the Issued License

  • Initial validity: 2 years

  • After the first renewal: 5 years

What Are the Costs?

According to RTA:

  • Estimated total cost: around 2000 AED

  • The final amount depends on:

    • The driving training center

    • The tests

    • Additional services
      May vary slightly

Authorized Driving Training Centers in Dubai

Some official centers include:

  • Emirates Driving Institute

  • Galadari Motor Driving Centre

  • Belhasa Driving Centre

  • Dubai Driving Centre

  • Drive Dubai

  • Bin Yaber Driving Centre

  • Eco Drive Driving Institute

Summary

The «Golden Chance» RTA Dubai program is still active and provides a faster route for many foreign residents, including Iranians, to obtain a license.
However, this path is not without risk; because you only have one opportunity for the road test, and if you do not pass, you will have to follow the regular path.

If you have real driving experience and high confidence, this program can significantly reduce your time and costs. Otherwise, the regular path is a safer choice.
